The Bureau of Land Management released its final supplemental environmental impact statement (SEIS) for the Roan Plateau on Tuesday that addresses long-running issues concerning the balance between conservation and resource extraction on top of the ecological gem near Rifle.

The proposed plan incorporates a preferred alternative that includes terms from a 2014 settlement in which 17 oil and gas leases were canceled, and closes an area on top of the popular wilderness to leasing. Two leases on top and 12 below the rim that were retained under the settlement will remain open to leasing and development, but are “subject to the terms and conditions of those leases and the new stipulations identified in the SEIS.”

The lawsuit was brought by environmental groups, and the compromise was agreed to by those parties, the BLM, and oil and gas companies.
